Protestor banned from disrupting City of Culture events

A man who was part of a loyalist flag protest during the first City of Culture concert has been banned from disrupting any further City of Culture events.
Dean Millar, of Gortin Meadows, Newbuildings, yesterday pleaded guilty to disorderly behaviour on Sunday, January 20.
Derry Magistrate’s Court heard that as the Sons and Daughters concert was taking place in Ebrington Square there was a group of men nearby carrying Union flags, wearing red, white and blue scarves and shouting “no surrender”.
The 22-year-old tried to break through police lines to run towards Ebrington Square but he was stopped by police.
Millar was drunk and began shouting abuse at officers, who warned him about his behaviour.
However, he continued to shout abuse and was arrested.
It was revealed to the court that after caution Millar replied: “I wasn’t behaving disorderly. I was just displaying my civil rights peacefully”.
District Judge Barney McElholm adjourned sentencing for a probation pre-sentence report to be compiled.
The court was told that police were opposed to the 22-year-old being released on bail as he had breached court orders in the past.
An investigating officer said there was also a “risk of re-offending with ongoing events”.
Judge McElholm agreed to release Millar on bail until the probation report is completed.
He released the 22-year-old on his own bail of £750, ordered him to be electronically tagged and to abide by a curfew.
Millar was also banned from consuming alcohol and banned from being in public with a group of three or more people. The judge said the only exception to this was if the 22-year-old was part of the congregation in any church or religious hall, however this did not extend to “open air meetings”.
Judge McElholm also imposed the condition that bans Millar from disrupting City of Culture events.
Millar will appear in court again on March 1.
