A suspect device was discovered in the Bogside area of Derry on Thursday evening.
The object was found on the road at the junction of Cable Street and Westland Street.
Sinn Fein Councillor, Colly Kelly, condemned those responsible for the device.
“Whoever left this device has only succeeded in causing hardship to the local population,” said Colr. Kelly.
“It’s very upsetting for many of the elderly residents and those with young families caught up with all this disruption.
“It is obvious that the those behind leaving such devices are out of touch with the will of the vast majority of the people of Derry who want to move forward without this type of disruption,” he added.
Police had cordoned off parts of the area at around 10p.m. on Thursday.
